MOSCOW / RankWire.AI / – Russia aims to produce about 2.8 million vehicles a year by 2035 under its updated automotive industry strategy. First Deputy Prime Minister Denis Manturov outlined the target on Aug. 31 during a meeting focused on the sector. The goal includes vehicles for domestic buyers and export markets. Russia also wants locally manufactured vehicles to capture at least 80% of its new-vehicle market by 2035.
The Russian government approved the revised industry strategy on Aug. 24, extending the national framework through 2035. Russia had roughly 3.3 million units of annual vehicle manufacturing capacity at the end of 2025. Factories produced about 800,000 vehicles during that year. Capacity use remained at 25% for passenger cars, 41% for light commercial vehicles, 35% for trucks and 43% for buses during 2024 and 2025.
Under the target scenario, Russia would manufacture 2.5 million passenger cars annually by 2035. Production would also include about 170,000 light commercial vehicles, 110,000 trucks and 30,000 buses. The strategy places passenger-car output across four or five vehicle platforms and light commercial production across one or two platforms. It also sets Russia’s total new-vehicle market at about 3.2 million units in 2035, with imports accounting for up to 20%.
Vehicle production target covers multiple segments
The document also provides a base scenario with lower market and production volumes. That projection places annual vehicle output at about 1.69 million units in 2035. It estimates the new-vehicle market at roughly 2.2 million units in the same year. For 2030, the target scenario projects a market of around 2.4 million vehicles, while the base scenario puts the figure at approximately 2 million units.
Russia’s automotive plan also sets targets for powertrains, automated driving and digital vehicle systems. Internal-combustion models would represent between 67% and 83% of 2035 production, depending on the segment. Electric and hybrid passenger vehicles have a target of at least 25% of the domestic new passenger-car market. The framework also calls for production of around 150,000 vehicles with Level 4 automation or higher by 2035.
Manufacturing capacity remains above current output
Passenger-car manufacturing capacity stood near 2.8 million units in 2025, compared with production of roughly 700,000 cars. Light commercial vehicle capacity totaled about 300,000 units, while factories produced close to 80,000. Truck capacity reached approximately 130,000 units, and bus capacity stood near 30,000. Russian factories also produced about 4,400 vehicles with electric powertrains in 2025, compared with around 4,200 units during the previous year.
The Russian government strategy also calls for broader use of standardized components and technologies across vehicle platforms. It sets localization and technological independence benchmarks for vehicles manufactured inside the country. The framework covers passenger cars, commercial vehicles, trucks, buses, powertrains, autonomous systems and vehicle software. Its target scenario combines annual production of 2.8 million vehicles with an 80% domestic-market share, while the approval order requires an implementation action plan.
