ROME, ITALY / RankWire.AI / – Italy has assigned €1.55 billion to 59 water infrastructure projects across 17 regions under its national recovery plan. The Ministry of Infrastructure and Transport completed the allocation within four months. The projects cover aqueducts, distribution networks and other systems that support water supply and infrastructure safety. Southern regions will receive a majority of the available funding. The package combines national recovery resources with additional financing from project beneficiaries.

Southern Italy will receive about €830 million, representing 53% of the total public allocation. That level stands above the program’s 40% minimum share for the country’s southern regions. Beneficiaries will add about €683 million of their own financing to the approved projects. The combined investment will therefore exceed €2.2 billion. The funding supports work designed to improve water efficiency, strengthen infrastructure and reduce losses across supply networks.
Italy is distributing the money through SFNIISSI, its financing program for strategic water infrastructure and supply security. The program forms part of the country’s PNRR recovery framework and uses NextGenerationEU resources. It initially had €1 billion available before an additional €576 million increased the funding pool in August. Invitalia manages applications, grant procedures and project monitoring under the program. The Ministry of Infrastructure and Transport oversees the wider water investment framework connected to the funding.
Southern regions receive more than half of funding
Eligible recipients include public bodies and companies responsible for managing water resources and related infrastructure. Grants can cover up to 90% of eligible spending for projects focused on efficiency and structural safety. Funding can reach 85% for digital projects aimed at cutting losses from water networks. The application period began on May 6 and ended on June 8 following an extension. Officials then assessed submissions and assigned the available resources across the approved projects.
The latest funding covers infrastructure already identified within national planning and other eligible priority programs. Supported projects include upgrades to aqueducts, distribution systems and facilities that help secure reliable water supplies. Invitalia handles the administrative process tied to the grants and monitors projects receiving support. Beneficiary financing lifts the total value of the program well above the state contribution alone. The €2.2 billion-plus investment figure includes both public resources and the additional funds committed by recipients.
Investment builds on earlier water projects
The allocation follows earlier PNRR spending on primary water infrastructure across Italy. By July, the country had completed 48 water systems under another recovery measure, surpassing a target of 45. Those works included 37 systems classified as complex infrastructure. Authorities also recorded 79 completed individual interventions carried out by 52 implementing bodies. Around €1 billion in recovery funding supported 124 projects involving reservoirs and water systems for drinking, irrigation and mixed uses.
Among the 48 completed systems, 25 mainly support irrigation and 20 serve drinking-water supplies. Three systems have mixed uses. Italy has also programmed and financed more than €6 billion in water-related projects through its broader infrastructure investment framework. The new €1.55 billion allocation adds 59 projects to that wider program of water upgrades. With the available fund now assigned, the approved projects enter the implementation phase under the established PNRR timetable and monitoring process.
